The fish are plentiful right now. I caught a 19" holdover on a different day (not in this video). Fish shallow though, no fish was deeper than 10'.

Thank you. The best place without access to the military side is Bill's Boathouse followed by the WDFW public fishing area. Bill's may charge you to fish there but they have the best docks and the water is deep enough to have a good opportunity for trout. The facilities are also much nicer at Bill's. The WDFW is free and has a vault toilet. It is also pretty shallow so you'll need to cast out pretty far. If you have access to the military base there is good fishing at Russell Landing Marina and Shoreline Park. A trail connects the two areas and there is some decent fishing from the bank.
