The word “了” at the end of a sentence is not necessarily used to express that something is finished, but more often used to express that it has just happened. If you say “我飞成都了“, without the year/time, I would think that you are saying “I just flew to Chengdu (like just now)”. and verb+了 vs verb+过 is easy: 我飞了成都。”I flew to Chengdu.” 我飞过成都。"I have flown to Chengdu before." Here, the 过 suggests past experience, so it implies that at some point in the past, you had this experience.
