The figures in the car sounds like a robbery plan. Stage something crazy on a slow road like every door open and they all act hurt with rolled heads - someone gets out to check on them. Boom robbery. Then later, they notice you the same car that passed them without stopping so you essentially pissed them off and they try to intimidate you by staring because their plan didn't work. Pretty good plan of them if you ask me.
