And Cody didn't challenge Amell. Amell asked WWE to be on raw and they from there (again to my knowledge) decided that he should have a feud in WWE to facilitate this. So WWE, I believe, just picked Stardust aka Cody, as an at the time Bot Carder; to face off against Amell at Summerslam. Although tbf to Amell, of all the celebrities turned special guest wrestlers, he's top tier.
