What you ate, guys is called "Chille Relleno" (Stuffed Pepper) Which consist in a Chile Poblano or Chile Ancho which is breaded and stuffed with different things. Some are stuffed only with cheese, others with cheese and ground beef, Beacon etc. The reason that Chile is not spicy, is based in two things: 1. all seeds and veins are removed before being stuffed, so the spicyness goes down pretty much 2. The Chile Poblano isn't a very spicy pepper. Regards from Monterrey México. Hopefully we'll see all of you pretty soon here :)

Odd Apprentice ,You can lower spicyness for sure, but based on they nature, some will be more spicy than others, but try to add a flavor sauce to balance spicyness. Half onion, 3 garlic teeth, 2-3 full red tomatoes, 2 green tomatoes and around 5-6 serrano peppers, salt and pepper and licuify everything. Hopefully this information’s helpful!
