This is actually called the Convertible Mini Weekender bag with the detachable shoe compartment. The Mini Weekender bag has a shoe compartment that is NOT detachable.

The inside lining of the bag is water resistant and so is the detachable compartment. The exterior of the bag is not

I haven’t flown spirit but I have flown southwest, American, and united using this bag as a personal item. It fits well under the seat.
