I believe that it's every department and agency to give their ID. How could you file a complaint on one of them, if we don't know who he is. Deprivation of rights under color of law, is what is going on with the flashlight. And you are right, it is a crime to conspire to violate rights as a government employee.

30 plus years ago, driving home on snow & ice my friend fishtailed a little bit making a left turn heading to our friends house. I saw the cop flip around but we were a block away. She parked, left the keys in the car and when the cops got there we were sitting on the steps with our purses inside the enclosed porch. They tried desperately to get us back in the car. 😂 My friend asked the cop if he was stupid because the keys were clearly in the ignition and all doors were locked, as they attempted to find something inside the car with their flashlights. She had an extra set in her purse that was now inside the enclosed porch out of sight on private property. They even called back female officers that continued to order us back into the car. We didn’t step off the property. I have one time let them search my car. NEVER AGAIN! They turn into complete idiots!

@Julian Hinton it is deprivation of rights under color of law. Deliberate prevention of first amendment freedom of press. It's a felony, federal charge. It's not a criminal case, but it is a civil case. The cop could be making himself liable for a huge federal lawsuit. Not to mention that he is violating his department policy.

Unfortunately charges only work if a prosecutor actually takes them up. That’s rare indeed. With qualified immunity in place, complaints and civil lawsuits are about the only thing we have as a semi remedy.

this is why audio should be NONSTOP because then we capture these huddles about how they REALLY feel about us and recording them for accountability, the disdain and dismissal of someone requesting your identity tells us everything we need to know, when officers are afraid to respond with their name it means they don't want you to follow through and thats all the more reason we should because you will find things when you turn over that rock... its often the arrogant dismissive ones that cause most of the problems...

Use a big flat retro-reflector so you are not purposely aiming it back at them - the reflector automatically takes care of returning it to the source.

They make flashlights that are brighter than the spotlights they use on the cars. Combine that with one of those small lithium ion battery booster devices with USB ports to power other devices and you could teach any cop who fears transparency what lights in your eyes is all about. After all, equality under the law is the law.
