தேர்தல் வரும் போது மட்டுமே அடிப்படை பிரச்சினைகள் பேச படுகிறது அதன் பின்னர் ஒரு பெரும் தொகையை ஒதுக்கி ஆளும் கட்சியாக உள்ளவர்களுக்கு contract கொடுத்து வேலை செய்கிறார்கள். சரியான திட்டமிடல் இருப்பதில்லை, தொலைநோக்கு பார்வை இல்லை. சென்னையில் எங்கள் பகுதியில் சாலை மிக மோசமாக இருந்தது நீண்ட காலம் கழித்து சாலையின் மீதே புதிய சாலை போடப்பட்டது ஆனால் ஓரிரு மாதங்களில் வடிகால் பணிகள் காரணமாக சாலை தோண்ட பட்டு பழைய நிலைக்கு சென்றது நிலைமை கொஞ்சம் சரியானதும் மெட்ரோ பணிகள் துவங்க பட்டு விட்டது. ஆனால் மோசமான சாலைகள் சரிசெய்ய பட வில்லை. சிறிது காலம் சென்று மீண்டும் சாலையின் மீதே புதிய சாலை ( மக்களின் வரி பணம் இவர்களின் வருமானத்திற்காக வாரி இறைக்க படுகிறது) கட்டமைப்பு வசதிகளில் திட்டமிடல் இருப்பதில்லை. பணம் மட்டுமே குறிக்கோளாக உள்ளது

இந்த மாதிரியான சூழ்நிலைகளில் சாலைகளை சீனாவில் தேவைக்கு ஏற்ப அகலப்படுத்தும் தொழில்நுட்பம் பயன்பாட்டில் உள்ளது அது போன்ற ஒரு தொழில்நுட்பத்தை காலை ,மாலை இரு நேரங்களில் தேவைக்கு மாற்றி பயன்படுத்தி சாலைகளில் வாகன நெரிசலைக் திறம்பட கட்டுபடுத்தலாம்
