The majority of residential areas, especially in low- and medium-cost housing project areas, are affected by floods because the houses are deliberately designed low and built in areas that are easily flooded by rainwater even if the rain falls for only one to two hours. It is true that not all flooding problems can be solved by building tall houses using stilts or raising areas to raise the ground level because the areas are too low and the cost of raising the ground or using stilts is sometimes too high, but if there is no effort to prevent flood disasters in areas that can be avoided, the disaster, which has so far caused billions of ringgit in losses throughout the country, will continue to harm and affect people's lives that should not have happened and could have been avoided. Note: It should be remembered that designing tall houses and building them in high places is part of the way (there are other ways) to prevent residents from experiencing flooding problems.
