I think it's similar to the idea that competence is what helps you climb the hierarchy but in this case it's explaining one concept that can generate competence, mainly self-reliance. In the context of the original source of the quote, self-reliance is described as not expecting others to do everything for you. This makes sense to me, but out of context it could give the misimpression that we don't need others for anything anymore, but I don't think that's the intended meaning FYI. Also continually give some thought to what the hierarchy is your attempting to ascend and what motivations you have.
