The gravity pads are no problem or most tanks, although the Hovertank could have some problems with it. You see, it's not as simple as stronger gravity or anti-gravity pads. The pads actually have more influence on wheels, propellor blades and other surfaces simulated for air resistance. I show this in my Adamanteum Micro Tank vid and in the War Vehicle one.

Steam cannons have a small ground-effect, meaning they create more force if facing down close to the ground. I made a true hovercraft in Besiege with 16 steam cannons that has no friction, it drifts forever from any force applied. It's called Hovercraft on the steam workshop, if you find it it might be worth checking out. :D
