I mean, any kind of meat isn't really "safe" raw or bloody. It tastes better rare, but there are definitely more risks like salmonella or food poisoning. (especially with chicken) Either way, you can go to any place that serves fresh beef and ask for it rare. doesn't seem to be a huge health concern or it wouldn't be a legal thing.
