Also I believe proficiency is based off the damage you inflict on enemies so he might just be a higher level.

It shouldn't matter. The damage you do matters, but it should be easier on normal difficulty

I'm sure that the higher the damage, the more proficiency you get. I'd equip 6 bombs and yeet it at an enemy close to the shrine so i can get them back and repeat :) also poison is good for passive leveling.
