Pure sky is a attk damage item which is good for DPS heroes gains attk damage and also grants 35% damage reduction I believe which is really a win win and that item you mentioned is suitable for tanks or heroes that has no escape skills

To answer your doubts, you need to understand the hero LAM (澜)This hero in short, needs a lot of CD, ideally about 35 to 40 (which is why more recommended on jungle as there is blue buff) Then next comparing the item, pure sky.Its stat itself has 10% CD reduction, even providing dmg. reduction 35% when clicked. The gauntlet on the other hand provides extra dmg and even increases when lower than 50% health. But for your knowledge, this thing will reduce 30% health granting a 40% shield. So it sounds like the gauntlet is better but in game not really, if it's not used the second skill of LAM may fall in cool down easily and it's pretty risky as this skill and its strengthen auto attack(AA) is his main source of dmg . Secondly, in late game damage reduction is a greater defense asset compare to shield (unlike mlbb where dmg reduction is not super crucial and useful)
