Can you tell me why these are so expensive? Can't you run the same crap on a top notch $1500 gaming laptop?

Gaming Laptop are still best deals, a dell xps 17 or any other laptop outside from gaming fully maxed out wont even able to compare to a mid range gaming laptop Firstly This is just how gaming laptops are. You NEVER gonna find a brand new gaming laptop for cheap, mainly because of cpu and gpu (usually intel and NVIDIA) laptop cpu and gpu prices set by the manufacturer (intel and Nvidia) thats main reason for expensive laptop and where the most of money gose is in a 4090 laptop about $650 ca alone. Second: Since the actual laptop manufacturers using these high end parts they also gotta make the high end or mid laptop design. Third: if you want the high end laptop with rtx 4080 or 4090 laptop manufacturers have make whole new cooling designs which is also expensive. Fourth: power supply, cooling, repairable, upgradeable, display. Is also needs to be kept in mind before buying laptop. Now answer to you why cant you run the same crap on a $1500 gaming laptops. This is where more complex thing comes in it is not just cpu and gpu makes a high performance it is the cooling and power supply short terms better cooling and higher power supply(like 270W) = best performance. As for the “crap” idk what game or software u saying “the crap” may require more VRAM (for rendering and games) or normal Ram. And with all in mind laptop manufacturers also need to make sure not to bottleneck the system. This is why a pc is more cheaper then a laptop cause it hardly takes any effort to design one. Honestly if U want best laptop for money go with Asus they have wide range of the best laptops, or if want specific specs dells alienwear m series (maybe x series too) is the way to go
