Square Enix likes to use heavily modified UE, that's why it's not so fast and easy to achieve 3D model modding in heavily modified engines when comparing with other games who use more vanilla engine. Sure, when talking about other UE games, which don't use heavily modified engine, then minor tweaks will suffice. In this case, heavily modified engine is more like a hindrance, than support for mods. Maybe this time it will faster after FF7 Remake modifications.

In case of japanese games its a bit stricter, because there are heavy laws against pornography in media (which includes games) so if they didnt constantly say "stop it" the gov would jump on them for money. and since square enix is international, they make very GOOD money even with the weak yen. so the gov would slap them with fines super duper heavy to get some cash in.
