It would be a penalty if he arrived after the apex, he was already there in the apex and he had the right to his line. He couldn't turn tighter precisely because Canet was there, so they got entangled. You only think it's a pen because you don't know about the apex rule.

MotoGP might be the "top" class, but the actual racing (you know, where tons of overtakes happen) is way better in moto2&3
