As an electrician I have quite a few meters; I’ve found Fluke hard to beat especially with regard to their non-contact volt probe. I keep some cheap ones on hand, new in the packaging, from say HF to give to a friend or family member when they ask to borrow a meter. A little knowledge can get you in trouble and it’s easy to fry a meter or yourself if used incorrectly so I’m not loaning a $500 meter to someone to just get a sorry about that back. You can get some decent budget meters from Klein, Ideal, and AmpProbe that hold up quite well and don’t break the bank. When measuring most things today a True RMS meter is a must and with electrical work a clamp amp meter is a good thing to have. With clamp meters $100 should really be your starting point, and as you go up so do the features like also measuring DC amps. You should be looking at Cat3 and Cat4 levels the higher the level and volt rating typically signified a better built or better insulated/protected meter.
