Luffy's nuke still does the 25% damage, it's just you used it too late. Even with cutscenes off, Luffy's cutscene has to be finished in order to do the damage to register the hit.

No it isn’t it only does 3B and summons a titan with a lot of health but will die easily and not ts or hit everybody
