Snow makes everything extremely dirty extremely quickly. Fpr southerners, this may seem counterintuitive, as snow is made out of water, but it does that because to clean, it must be wet. Snow is technically dry water, no humidity. Additionally, snow carries dirt, salt, sand and gravel, and we need to use lots of sand, gravel and salt sprayed on roads to give grip to vehicles, making things much worse. That snow sticks to that gravel and sand, and gets thrown on vehicles by their wheels or speed. And the salt does too, but corrodes vehicles instead. Cleaning a vehicle in the cold is also no feasable outdoors, as any water you spray on it will immidiately become a frozen ice layer instead of actually cleaning. Now you still got a dirty vehicle, but also got to deal with deicing it. As a result, people usually just give up and not wash their car during entirety of winter. Unless you can get the car indoors, you cant clean it. And as soon as you drive it outside, the slushy-muddy snow on the road that is getting thrown everywhere will already have covered your cart with dirt in just an hour of driving. Theres two type of canadians: thoses who keep the outside of their car clean in summer, and thoses who have it dirty in both summer and winter. But no one has it clean in winter. I assume that the same is true for trains: you cannot clean the train for the entirety of winter unless you bring it indoors. Canadian pacific likely just went “well cant cleaning them for half of the year, why bother for other half anyway”
