As usual, I argue we need to have Maleficent on the Council of Villains! A feminine touch, a stylish evil fairy (so Shen could actually like her with some criticism), the ability to turn into a dragon (would be an interesting parallel with Megatron turning into a jet and Sauron would love that), the fact she's an animated character (could bring some memories to Vader), her very title as the Mistress of All Evil (which the others would see as a challenge) and the fact she's one of the most pragmatic, efficient and dangerous villains in Disney so she means buisness when dealing with her enemies and would join Sidious and Ozai as the member who truly focuses on conquering the multiverse (after all, it wouldn't be her first attempt after Kingdom Hearts). Plus, her arrogance, sadism and the fact she's always very serious so her being given some humor (albeit still dignified) would be interesting. And, again, the Mistress of All Evil. That title alone should grant her a place on this Council. Of course, I'm talking about the original Maleficent from 1959 or the one from Kingdom Hearts.

@@TheGreater-ScopeVillain I love Jafar but I feel Maleficent would be better. She's more of a dark lord (well, dark lady) than Jafar (Jafar only "ruled" Agrabah for two days or so while Maleficent has an entire fortress and army at her disposal) and it would add a feminine member to the group. Plus, her design is more unique, her powers directly come from Hell itself which only serves to emphasize how evil she is and while arrogant, she's brutally efficient in her movie (1959 of course) and her role in KH means she's already has experience at trying to conquer the multiverse (Jafar remains confined to his own world). And, well, the Mistress of All Evil. That's one hell (pun intend) of a title and that alone makes her worthy of being on the council.

Video game. Though I could see another Shredder type situation where there are 2 versions of the same character; i.e. the original Dr. Robotnik (classic Sonic), and Dr. Eggman from the later Sonic games (Sonic Adventure)

Could you include the Team Rainbow Rocket version of Giovanni and Muzan from Demon Slayer into the Council of Villains? I think that they would be interesting to include, and Giovanni’s appearance can be funny (I can see Giovanni and his Rainbow Rocket invading the Council of villains’ place, probably including someone catching Shen due to thinking he’s a Pokemon. Also, there is probably a bit of mockery considering he’s already started dominating the multiverse while the Council hasn’t done anything yet).
