In first chapter, Scientific principles are universally applicable means that in whatever situation or in any place/ country, principles will remain the same, you cannot change them. Whereas principal of management can be changed according to situation and place. Therefore principles of management are not exactly like the principles of science (rigid). In this chapter, Principles of management are universal as one can take them as a base for decision making (they are guidelines). It can be modified accordingly. There is paragraph about this in the book NCERT page no-32. Under the topic- Principles of Management: The Concept

General guidelines- it provides us with general guidelines to help in the better functioning of the organisation.. Flexible - management is flexible in nature, It is not Rigid and can be changed by change in environment...
