Regardless of fake arms or not, if an agent sees a person in the crowd (as shown) with a gun, I'd seriously doubt if the agent is going to fire at someone and risk hitting an innocent person (or people) 40 or 50 feet away. That's why the SS are so tense, even they're not that good with a pistol.
