Pentel energel BL 417 is good pen , ink dry quickly . It's better than Reynolds Racer gel, Pentonic gel, unomax gel pen... But pentel not mentioned as waterproof

Sir how are the steadler highlighter and how much time we should wait to let ink dry because when I use racer gel or uniball eye it smudge so much on zebra mildliner and steadler

It depends on sheet but you can give it at least 3-5 mins and while using do not apply much pressure, also try using waterproof inks.
