If the runner isn't running when the pitch is thrown then no but if he's already on his way before it's thrown then yea

Also not on an error on the throw to second. A delayed double steal is a steal of home and is a great play, but if the ball is sailed into the outfield and the runner on third comes in, that's simply an error.

Yea there's a distinct difference between a passed ball and stolen base. That said a passed ball induced by a steal attempt (runner has started the steal) is a stolen base. But there were a couple passed balls in this video.

Misinformation. A passed ball or wild pitch is NOT a straight steal of home. It's a gimme.
