I need help making a college shortlist. I have a decent profile however when I see the profiles of previously admitted people I'm seeing people better than me rejected and people with worse profiles getting accepted. This is confusing me in my shortlist I'm unable to decide which is ambitious and safety unis cause the safety unis rejected ppl with great profiles but ambitious unis accepted them.

I saw a profile no work exp ,310 gre, 8.5 gpa accepted in Georgia however 334 gre, 9.5 gpa getting rejected It isint making sense

Update your SOP bro and mention your goals. Without Experience and low GPA also people receive acceptance. Don't worry about that. Simply update your SOP with genuine intention.

Hi bro, Make your SOP strong. Then if you have 6 GPA also, you will receive admission from Universities (Those Universities are ranked from 100-200 in between). I can provide admission for Students who have less than 6 GPA, but the tuition fee may be high.
