LOL, it all depends on the depth of the water. Many people overfill the bags and don't allow the bags to settle into position to form a seal. Just placing a bag upon another will leave gaps where water can seep through.

I believe u r suppose to untie the bag before using and placing the next bag over the opened end.

Untie then fold open end once over and place in an overlap formatation just like bricks. This stops leakage between bags
