If you go live in that part of Nepal for one month, you will know that its the local people who don't want development in that area. Its because they think tourists won't come to trek if they make better roads. World isn't so much different if you actually go to those places. I am a Nepali living in Chicago, and I can tell you that life is same you live here or there. Only the government rules vary slightly.

I rode in a bus on roads just like these where was straight down on one side and straight up on the other side. Once to pass a truck, we had to take the outside mirrors off both of the vehicles and scrape them past... I have a video of all those roads and one of them had a built up roof over the road because the water was coming down to erode the road and the little porch that was billed redirected the water to the other side of the road. Once we had a Pee stop and all the ladies were directed to one side of the bus and the men to the other side.

That was 1998. Most time all of the vehicle repairs were done with a big pair of pliers, hammer, and a flood blade screwdriver..
