Sad to see that no one seems to mention that Liberty City had an issue with oil spilling into the water, making the water toxic and that's why Claude and Toni would drown when entering water, which at least gave a good lore reason for no swimming in GTA 3 and LCS.

FUN FACT: Tony cipriani the protagonist of GTA LCS can't swim because of the toxic oil leak in liberty and claude cannot swim due to it too. Last but not the least is that the water in GTA IV is black due to the oil leak in GTA LCS but Niko can swim because it has been 10 years since the toxic oil leak from GTA LCS to GTA IV so the affect of the toxic oil is gone but still the water is black

I see Victor swimming and Tommy not swimming as how Arthur Morgan can swim but John Marston can’t. Of course the BTS reason is because they never tried the concept of swimming until GTA SA. But my head-canon for this would be that Tommy just never learned how to swim (just like John Marston, who dies as soon as he touches the water in RDR1) As a joke in RDR2, Arthur was pointing out John’s faults pointing out that he can’t swim, which is a funny joke considering the instant water death in RDR1 so “lore-reason” is because John just never learned how to swim. Specially since back then, swimming wasn’t really a thing you’d go out of your way to learn. Hell, even though Arthur can swim, he can only do breast-strokes which is the most basic swimming technique. Now for Victor, he CAN swim because remember, he use to be a US Army Soldier, no doubt a physical exam will require him to be a strong swimmer so that’s why he CAN swim in VCS There’s no toxic oil spillage like in GTA 3 and LCS, the water in VC is clean and according to Vic, you can safely swim in it if you want. That’s my head-canon for this reason. Victor can swim because his physical army training required him to be a strong swimmer, meanwhile Tommy (who’s just a mobster with no job) just simply never learned how to swim.

Niko, Johnny and Lewis from GTA 4 can drown if they stay in the water for too long. The water in GTA 4 isn’t as highly toxic as in GTA 3 as they do not lose health while wading like Claude but they can drown if they stay swimming for more than 5 minutes as they slowly lose health.
