Best San Andreas tip I ever found- 1. Toggle "Cars Float Away" cheat 2. Spawn "Hydra" & parachute 3. Use any other vehicle to lightly nudge the Hydra, get out, enter the Hydra ASAP. If you leave it be without moving it, you can float up past the height barrier for as long as you want.
