You know, Chuck really wasn't a bad guy. He was just pissed that his little brother achieved almost everything he (Chuck) had, only with very little effort. It's the same reason Frank Grimes hated Homer Simpson...and you really can't blame him either!

Only he didn’t achieve everything Chuck had, and he still had to work super hard to do it. They made a point of that when talking about how he attended correspondence school while working full time, and having to take the bar like three times. Not only that, but the entire first season was about how being a lawyer wasn’t sustainable for Jimmy, meanwhile Chuck is rolling in cash and support from HHM. You can absolutely blame Chuck for his resentment of Jimmy, even if it kind of makes sense. Chuck believes the law is sacred, meanwhile Jimmy finds any way he can to bend it, big or small. Chuck sees Jimmy being a lawyer as a genuine danger. But these genuine beliefs are compounded by his repressed jealousy for Jimmy, and a belief that he’s always been “slippin Jimmy” no matter where he goes or what he does.
