Despite the racist caricature, this cartoon captures some of the spirit of the silent "Out of the Inkwell" toons with Koko the Clown.

I know where they was going with this exactly. 1. Make the black guy seem bad 2. You barely understand what he says 3. Betty mad at him and saying stereotypical things like "gumbo" stuff like that 4. Made him work 😒 but hey this how back then was like

No, that's not it at all, take it at face value. The janitor is a stereotypical character, which sadly is racist but no one realized it then, probably including the actor himself. The Betty Boop character was not being racist, she was just throwing around nonsense rhymes meant to be magical words. Making him work was just having him do his job, just like the objects in the room, nothing more.

ANOTHER ONE OF FLIESCHER'S BIZARRE CARTOONS. I think that Mae Questel's voice is not included in this. Never seen this before.
