20:20 You do know police have discretion and they don't need to tie their resources for a noise complaint like that. If there was other crime happening, they wouldn't be talking about dinner plans, nor would they even bothered to pull you over. It always is 100% for the ticket when they do that. Most police have a mode they kick on when on a stop that completely detaches them from being personable. It's usually because most of the time they are being lied to but I can't see the excuse to pull you over and give the, our resources are being tied up speech.
