You didn't mention how the Finnish banking system has been and is a integral component of Digital Identity management for all people in Finland. Since so many critical services are mostly available online and require strong identification, Digital identity and banking services are available for all by law. There seems to be a big difference in the overall situation compared to what I have read about the situation in India.

It seems to have different scope compared to the electronic identity in Finland. Aadhaar is perhaps more like Digital ID card in Estonia or HST-card project in Finland. Bank sector in Finland, as well as teleoperators, where eager to have role in this, so they quickly came up with projects and products to offer strong electronic identity services cheaply. So the political will to have purely public electronic identity infrastructure disappeared and HST project lost the support to become more widely used. Later European level directives have replaced earlier local specifications.
