It's a good idea to reuse the pooja samagri and used flowers. But the 'Dhuni/dhoop' of flowers once offered to God is normally not offered again in the form of dhoop/dhuni to God. Using it in rooms may be fine. The used flowers, leaves, etc, can just be put in flower pots, plants or under the trees. They'll automatically turn into manure and nourish the plants and trees. Nothing will get wasted. There is no need to get into a tedious process of converting them into dhuni/dhoop.
