Where do you get your stories from? In all of the discourses from SN Goenka, every story illustrated how Buddha would never use his super natural powers. He only lived and taught pure Dharma and he never interfered with worldly affairs because that would have altered the karma of people and even prevented the other people from learning and growing from their experiences in order to reach illumination.

As it says in the introduction above, the first story comes from the first chapter of the Mahāvaṁsa; the second is a commentarial story, a part of which is translated at bit.ly/1UN7ftl. I am not sure what Sri Goenkaji was intending, but the discourses are replete with the Buddha giving advice to Kings and others, including on matters of state, see this for an example: bit.ly/1ZPyEds. Although the monks were eventually forbidden from showing supernatural powers, because they had used them for material gains, the Buddha was exempt from that rule, and often used them, see: bit.ly/1UHErT3 for a number of examples.
