Thats for professional beggers. As per Hinduism, we do some pujas that needed bikshatana. Not every one able to do this, back in 1900's also some married women used to do this, it is not illegal but a culture which the latest generation don't even respect. No party in India have right to say it is illegal bcaz it's the cultural part. Those who don't blue their mothers nd family only make their countries culture down. Begging one go for when you don't able to do anything nd able to freely do without much hardwork maybe. Or depends on one's problems. Bhikshatana: one is leaving their ego, selfishness, anger behind nd offer puja to God nd as a final thing in the day they go and take food from nearby villages. It is part of some vratas, part of sanyasis life, part of budhisms life. "DONT EVER CALL IT BEGGING, CALL IT BHIKSHTANA". IF A KID OR WHO DONT KNOW ABOUT THE CULTURE, SAY THE SAME.
