As an example: In the 80s and 90s if an innocent kid was hurt, the perpetrator’s own gang would hold him accountable. He would either be forced to turn himself in or face the ultimate punishment on the street from his higher-ups. Nowadays innocent people get taken out with no repercussions, but this due to lack of structure caused by lack of leadership.
