Judging from how bosses have been designed lately, I highly doubt you'll even need a group to take down these Nazgul bosses.

Yea it's dubious. I reckon it'll take no more than 12 people, possibly less if someone has one of these rings. I really can't see this server maintaining popularity. At least the difficulty options was novel at the time and Bombadil fully changed the way you played the game. IMO the gimmick to one of these servers needs to be more impactful and game changing than just random add spawns and world bosses.

So this new server will be 64 bit? Or no?

Yes it'll be 64bit with the intention being to move the rest of the servers to 64bit some time in the future. Whether or not that will make a real improvement in server performance I do not know. They're also hosting one of the servers in the Netherlands for EU players (Mordor). It'll function the same way, just might help the ping (though personally I never had an issue with ping ever)
