Watching One Piece you get to meet lots of people in a ton of different towns. A lot of the time people do not recognize Luffy and the gang, however, I can see tekking living in a town like Water 7, and just walking down the street and seeing Luffy and just freaking out. The fanboy in this world and the fanboy in that world. I imagine that there HAVE to be people like that in One Piece, but we do not see them often. An exception would be Bartolomeo, obviously. Just a funny thought!

From that point on they shift into an new arc and new exposition, to engage the current goal in the plot. I hope you get my point. I was pretty bad in english lessons back in my school days. ^^

Most of the readers are getting their news, One Piece related or otherwise, via the Internet on laptops or Smart devices. Even still, newspapers are relevant as predecessors to this widespread ease of access to current and archival news. As for what Morgans is, I'm thinking it is a race of sentient birds we haven't been introduced to yet, or else someone that ate a bird related Devil Fruit like tekking said. Maybe it's the Henson Henson no Mi, a fruit that gives you the ability to disguise yourself as famous Jim Henson characters; Morgans just so happens to favor BIG BIRD. Lots of the major info dumps/mind-blowing bits of information are indeed put in the newspapers of the One Piece world. Casual fans and die-hards rejoice at the chance to glean some new information about their favorite factions and the larger conflict brewing between the Blackbeard pirates, the Navy, and the Straw Hat crew and their extended family of forces.
