Fresh call letters be issued to all those eligible candidates under Amended Recruitment Rules who have secured more or equal marks to the recomputed cut-off marks and whose names appear for the "first time" between the earlier cut-off marks and recomputed cut-off marks, for inviting them to appear in Main Examination- Para 14(iv) of the said order

Hence, only the fresh candidates whose name didn't appear last time shall be allowed for the mains examination, as per Jyotsna Dohalia

It is there on that page, when your application form opens check other option i.e eligibility data capture you have to upload documents there. I think who doesn't secured minimum marks their link is not opening.

Sir Justice Sheel Nagu ji ke Order me clearly likha hai ke ye revised result me unko mains dene milega jinka naam first time aa rha hai... (Para 14 Point 4) That means jo de chuke hain wo dubara nhi de skte... But new cut off bnane ke liye data to sbka lagega hi isliye sbse maanga gaya hai... Also the minimum qualifying marks for OBC is 82 and not 90.. 90 is for Unreserved only.
