13:30 When your finding the voltage drop @t=15ms vr(t)=12e^-15E-3/3E-3 your answer is 0volts. Which intuitively makes sense I follow what your saying and all. But when I’m putting the expression into my calculator I’m just not getting the right answer. e^-15E-3/3E-3=6.738E-3 12V•6.738E-3=80.855-3V

Remember 5 time constants is an approximation of a full discharge. For all intents and purposes 80.9mV equals 0V when compared to 12V.
