He’s probably so forgettable because he’s basically the only legendary without an event iirc. Not only that but the way you get him is contrived since you basically needed Gen 3’s Regis if you didn’t get the event ones, back when pokemon was still coming into itself with the rise of games

tbf a LOT of sinnoh mons are just plain forgettable, and i feel like everyone that even knows pla and gen 4 super well would forget the things that came in last. like their ONLY noteworthy feature is they have storm drain which gastrodon also has.
