Tank had the WBA regular champion belt yet he Ducked instead of fighting Devin to become Undisputed at 135 saying "Belts Don't Matter" and threatened to drop the belt if the WBA tried to enforce the mandatory. Tank could've easily fought Devin but he'd rather bring up Hector Garcia from 130, put a "hydration clause" on Ryan Garcia who came in "overweight/popped dirty against Haney" and moved up to 140 to fight Mario Barrios while in the same 135lb weight class.
