There are 2 different sets of symbols: the IPA symbols which require you to use a separate keyboard (these days you can use them online) and the SAMPA which is also an alphabet to transcribe but the symbols are all found on the normal computer keyboard. for example, the word 'available': IPA: /əˈveɪ.lə.bəl/ SAMPA: @veIl@b@l Maybe this is what you have seen? The short /ɪ/ in IPA is a capital I in SAMPA.
