"Hi no Yojin" 火の用心 Especially during New Years, a group goes out on patrol at night to check and make sure there is nothing that would cause a fire. The clappers they use are something left over from the Edo Period and were used to get people's attention, or for me to remind me to check around my house to make sure everything is safe since they are that loud enough. I always love to hear them going around as it gives a feel to the season, kind of like carolers during Christmas. Not all areas do the walking with the clappers. I stayed in Kochi City one year and saw the fire engine patrol around with a fireman on the intercom chanting "Hi no yojin!" "Care for fires!" I actually participated in one group one year just to understand what they did. I imagine these groups don't get many foreign residents to volunteer, and they were quite surprised when I showed up. We walked around and checked gutters, cracks around houses, any place that may hide a fire risk. Gutters because they usually are jammed with dry grass and such. It's a fun thing to do with your community if you can find an announcement for it, usually in the community newspaper.

Here in Fukuoka, occasionally in the year, a group of parents walk around the neighborhood clicking 2 pieces of wood together in the later evening making sure children and young locals are ok, and in their homes ok. Actually as a parent here, I was kind of roped into joining the group, and was happy to click the 2 pieces of wood, to assist and help as much as I could, enabling me to connect more with the local parents here. Was a great experience.

Pete, the Takeshi Kusao CD is his debut single in 1990. All his early CDs are long out of print, so definitely keep it. As to Japanese bar culture, foreign tourists don't need to worry about not drinking alcohol at bars. However, you just need to know that small bars make most profits from alcohol (like Golden Gai in Shinjuku), so it would be a great gesture if you offered the owner one drink (especially, when you like the bar or want to stay longer). For those who don't drink, I recommend Izakayas because you can enjoy food with soft drinks comfortably.

When I visited Kyoto in 2018 we came across this same phenomenon! An elderly lady walking the alley we were staying in at dusk and clanging two wooden blocks together rhythmically. Some nights it was a man and his young son. We were so perplexed and so I went down the google rabbit hole to find that this was an old timey way of reminding those in the neighborhood to make sure they checked for fire hazards (like a fireplace left going).

One of our tour buddies bought a giant red Godzilla statue that came in a huge crate about a meter long and high yet was fairly light weight. He carried it to five different shipping offices trying to mail it home and nobody would ship it for him because he had no Japan address to provide and they wouldn't take the hotel address. He had to check it on the airplane. Watching him carry it around everywhere was stressful and it wasn't even our problem. Luckily he got it home!

On my first trip to Japan in 2001 I foolishly posted stuff home instead of carrying it around. Problem was that I didn't know enough to pick a cheap alternative, so I spent all my cash on express delivery (it did arrive back home before I did), which incidentally ended with me having to walk across half of Kyoto to find a bank to help me get some cash, since obviously the one cash machine I knew about was out of order that day.

Does Chakura - Myun Myun qualify as Citypop? that's a more obscure but great one...
Any bar in Japan will sell you the cocktail mixers without the alcohol - they will have at least gingerale, cola, soda water, tonic, plus usually some kind of juice, milk, and "mugi-cha" which is barley tea. (I worked at a restaurant/bar when I lived in Asakusa, and people could buy you drinks on the job in lieu of tipping; I never wanted to drink more than 1 or 2 alcoholic drinks per night on the job because I had to still do my job and stay healthy, so if we got too many tippers I just switched over to juice or gingerale + juice so that I could still charge them for something lol (it wasn't a hostess club or anything sketchy; we had male & female staff and were behind a bar but occasionally buying the staff drinks is just a thing at bars there; they would buy them for male staff too. As a Canadian, it was interesting since its illegal to drink on the job here lol).

So, regarding the Fire Safety Check, my guess about the stick is two-fold: 1) the stick beating would signal homeowners that the guy prowling around outside is not being sneaky and therefore not trying to steal your lawn furniture or dog, and 2) it would be a kind of reminder signal/alarm for residents to begin doing their own fire hazard checks. Other than that, I can only guess it is the natural cultural inclination of Japan to turn anything they can into a fun communal activity. These are the same people that have government-funded mascots for algae-ball-erection-goblins. But that's just my guess. EDIT it was initially unclear whether they meant the Hyoushigi (拍子木) or not... 12:38 RE: the fake police car...on a nearby highway, years ago, a federal police force used to park a police cruiser in the median like it was checking for speeders. It actually worked for a while, slowing travelers down. To add to the "realism", they would dress a mannequin/dummy in a police uniform and hat and sit it in the vehicle. Needless to say, over the years many creative things were done with and to this police dummy - even more degrading when you learn that the federal police decided they didn't need to give the dummy pants because it was seated in the car...
