Bit rate is number of bits per second. Boud rate is number of symbols per second. Number of symbols L = 2^n, where n is number of bits required to represent one symbol.

See there are many channel encoding schemes, as well as source encoding schemes. Boud rate is symbols per sec and Bot rate is bits per sec. So, boud rate is always lower than bit rate.
