I think we can make a complete hierarchy of buckets as seen in this video: Green- training buckets, not actually worn within the organisation -white: the lowest rank, mostly newly introduced members, are often the ones doing the dirty work to advance to the next rank -Red: the most plentiful of colors, includes basic soldiers and workers, They can participate in group meetings -Orange: technicians, operators and mechanics, helping with various equipment -Blue: security service. These include the police, security guards and other units meant to keep law and order within the organisation. They have access to specialised vehicles and firearms. -Black: these are reserved to higher ranked officers and generals. They are the ones issuing orders to all the other classes, answering only to The Leader. -Green with feathers: this bucket belongs to The Leader, who is in charge of the organisation. He controls the overall state, performance of new recruits and designates new targets to be forced into their ranks. As the most intelligent member, he alone mastered normal human speech, in addition to the inside language of the organisation.

After the Bizarre Bucket 2, 3 and 4 released, I think the black bucket is indeed the leader/head-of-state bucket, whereas the green one with feathers is likely a modified version of the green training bucket, because the talking bucket head soldier was never part of the organization to begin with, making it a sort of rebellion leader type bucket
