In this video, after you dip the brush in pastel, are you dabbing it on a damp paper towel?

The paper towel is dry, cuz the pastel powder would stick together when it meets with water, and definitely not helpful for colouring. I'm also not really experienced, just a piece of advice for u to try as a reference. Still, I'm pretty sure that the paper towel is dry lolllll
