Hon'ble PM P.V.Narasimha Rao 1991-96 identified him and gave him an opportunity to work as finance minister during 1991-96 when he was a chairman of UGC. Hon'ble PM PVNR gave him a free hand in taking the decisions as a finance minister. Most successful finance minister and a totally failed PM (2004-14) because of Gandhi family.
